im a newbie and i wanted to make a 4 cities watch

NYC
LA
SHENZEN CHINA
BRAZIL OFICIAL TIME (or the time from carrier /smartphone)

i use (#tag#-3) for nyc for example but some periods of the day it can appear a negative hour

any good soul can teach me?
