It is a watch setting, or your own preferred setting.
However, if you want to force Fahrenheit, no matter what the watch setting is, then this ought to work:

I do this all the time with wind speed. In the UK we use metric for almost everything but still do pints of beer and wind speed in mph: $#UNITSYS#=IMPERIAL?round(#WND#):round(#WND#*2.237)$
