Just for grins and giggles, add an hour hand above the mask layer and use the #DWFK# for it’s rotation and see if it works differently than the mask does.
Your black circle with the cutout is offset.
Put the time machine to the beginning, 12:00:00 AM. Then you will see that your cutout is at 8 o’clock but shout be at 0°. So simply add the offset to the rotation.
The rotation should be: (#DWFK#+120)
Just a tip: designing hands, I always make them point to the top, so 12 o’clock
