I’m running Facer Plus on S9+. I bought a face via the app, but cant seem to sync to galaxy watch. Syncing from the web seems to work, but the face I bought is not available on the web page.
Sorry can’t help with the sync problem - it just works for me and I don’t know why/why not 
But the face you are after … I did not know there were some that were not on the web page. Perhaps I can help you find it. What is it’s title and what is the name of the designer?
Do you receive any type of error message?
