What is the dimension of outer ring? (0-120 what?)
If rotation (for outer ring) is clockwise, then is this a descending value?
Do the numbers (0-120) and the tic marks rotate together?

yes clockwise, 0 am - 120 pm 120 = h24 hour, hour hand from left to right
