Why are syncs I make to my watch during draft phase getting counted as legitimate syncs after I publish? From what I can gather is this is a bug and was supposed to be corrected.
I have the same problem. I also have a problem where the watches I publish are set in the drafts section of the creator.

I generally sync from the web.Its happening to me too.
I have a Samsung Note 8 and Samsung Galaxy Watch

Not sure what you mean by where do you synch from - sorry I’m new at this.
